Ir. Lee Thim Loy has more than 50 years of experience in the wastewater industry. Ir.
Lee holds a Bachelor degree in Chemical Engineering from the National Taiwan
University, Taipei in 1971 and a Master degree in Environmental Engineering from
the Asian Institute of Technology, Bangkok in 1973. He is a member of the Institution
of Engineers, Malaysia and a registered Professional Engineer with Practising
Certificate from the Board of Engineers, Malaysia.
Ir. Lee’s experience ranges from the design and construction of network pumping
stations, oxidation ponds, aerated lagoon system, rotating biological contactor,
oxidation ditch, extended aeration activated sludge system, and intermittently
decanted extended aeration (IDEA) activated sludge treatment system for sewage
treatment.
His portfolio includes involvement in the Sewerage Master Plan Studies for townships
of Shah Alam, Seremban and Bintulu in Malaysia. His capabilities extend into the
treatment of palm oil wastes besides related environmental consultancy for industrial
effluent surveys, wastewater flow analyses and wastewater feasibility studies.
Ir. Lee’s noteworthy experience includes as a Principal Investigator in the Palm Oil
Waste Treatment Project in Malaysia and in Thailand, a project sponsored by the
International Development Research Centre, Canada, and undertaken by the Asian
Institute of Technology, Bangkok, in association with the Department of Environment,
Ministry of Science, Technology and Environment, Malaysia from 1979 to 1981.
Ir. Lee’s latest experience serves as one of the Project Directors in the design, supply,
installation, testing and commissioning of the mechanical and electrical equipment for
the Langat Centralised Sewage Treatment Plant catering for a population equivalent
of 920,000 persons or sewage flow rate of 207,000 m³/ day.

Ir. Low Beng Peow
Executive Director
Ir. Low Beng Peow, has been in the environmental engineering industry for more than
50 years. Ir. Low holds a Bachelor degree in Chemical Engineering from the National
Taiwan University, Taipei in 1971 and a Master degree in Environmental Engineering
from the Asian Institute of Technology, Bangkok in 1973. He is also a registered
Professional Engineer with practising certificate in the discipline of Environmental
Engineering with the Board of Engineers, Malaysia, a fellow of The Institution of
Engineers Malaysia.
Ir. Low’s experience covered the study, design, construction, implementation and
management of sewerage system including sewage treatment plants, pumping stations
and sewer networks. His noteworthy experience includes involvement in the multi
million ringgit Greater Kuala Lumpur Sewerage Project financed by the International
Bank for Reconstruction and Development in year 70’s, and successful completion of
not less than 500 projects since the incorporation of Envitech in year 1984.

Mr. Kang was formerly attached to and held various positions in Messrs. Dunham
Bush Industries Sdn Bhd in 1996-1999, Messrs. Johnson Fluid Engineering Sdn Bhd
in 1999-2001 and Messrs. Pumpen Engineering Sdn Bhd in 2001-2003.
He then joined Envitech as Project Manager in year 2003 and was later promoted to
the post of Senior Project Manager in 2008. He currently serves as the Project
Director in the Division of Sewage Treatment & Network Pumping Stations.
He holds a Bachelor degree in Chemical Engineering from the Universiti Teknologi
Malaysia in 1996 and has a Master degree in in Business Administration from the
Universiti Putra Malaysia in 2003. He has over 28 years of vast experience in the area
of project management including planning, procurement, implementation, testing and
commissioning of sewage treatment plants and gravity sewer lines using pipe jacking
method.

Malaysia in 2000. Prior to his appointment in Envitech in 2008, Mr. Chew has earlier
spent 2 years of his career with Messrs. Best Lineteves Sdn Bhd, 1 year with Messrs.
Muara Teliti Sdn Bhd and 6 years with Messrs. Loyal Wastewater Engineering Sdn
Bhd.
His 24 years sewerage industry experiences include design, liason with authorities,
project management, project implementation, testing and commissioning of sewage
treatment plants as well as gravity sewer systems using both open cut and pipe jacking
method.

Ir. Allan Gan Chin Yong

Ir. Allan Gan has more than 23 years’ experience specialising in the areas of Design,
Project Management, Contract Administration, and Operation & Maintenance for
Vacuum Sewage Collection Systems.
He is a registered Environmental Professional Engineer with a Practising Certificate
in Malaysia. He is also an ASEAN Chartered Professional Engineer in Environmental
Engineering. He holds a Bachelor degree in Environmental Engineering from the
Universiti Malaya in 2001 and a Master degree in Business Administration from the
Universiti Putra Malaysia in 2008.

Mr. Lee Yen Yih
General Manager
Mr. Lee started his career as a Business Consultant for KPMG Business Advisory
Services Sdn Bhd in 2005 where he has carried out business improvement initiatives
and project managed the implementation of new information technology systems for
various companies.
In year 2007, Mr. Lee gained entry into Citi Global Corporate Bank of Citibank
Berhad via the Management Associate Program. He transitioned to the role of a
Relationship Manager in 2008 where he managed multinational company accounts
and was responsible for overseeing and growing the revenue on client portfolios.
He joined Ambank in 2010 as a Project Manager at the Business Transformation
Department of Ambank (M) Berhad. His functional role involved the development of
strategies to manage the performance and growth of the consumer bank. He would
lead and orchestrate cross selling initiatives within the bank, working collaboratively
with all Product Heads.
He then joined Envitech as a Design Engineer in year 2013 and was later promoted to
the post of General Manager.
Mr. Lee is a registered member in the discipline of Mechanical Engineering with the
Board of Engineers, Malaysia. He is also a member of The Institution of Engineers,
Malaysia. He holds a Bachelor of Science (Honours) degree in Mechanical
Engineering from the Ohio State University, Columbus, U.S.A.
He has over 10 years of experience in the area of tender, design, procurement, testing
and commissioning for sewerage and sewage treatment projects. Prominent work
experience includes the detailed design and project management for the 920,000 PE
capacity Langat Centralised Sewage Treatment Plant located at Daerah Kajang,
Selangor Darul Ehsan.

Ms. Huan is a registered member in the discipline of Chemical Engineering with the
Board of Engineers, Malaysia. She is also a member of The Institution of Engineers,
Malaysia. She holds a Bachelor degree in Chemical Engineering from the University
Malaya in 2006 and a Master degree in Project Management from the Open
University Malaysia in 2021.
Besides having over 17 years’ sewerage industry experiences which include the
design, liaison with authorities, project management, project implementation, testing
and commissioning of sewage treatment plants and sewerage systems, she is also a
Construction Industry Development Board (CIDB)’s certified Traffic Management
Officer.

Ir. Tang Kin Heng

Ir. Tang has more than 16 years’ experience in sewerage works. He possesses a strong
understanding of wastewater treatment processes, design principles, and regulatory
compliance. He manages to demonstrated expertise in leading and motivating teams,
managing budgets and resources, and driving project success. Ir. Tang has proven ability to
troubleshoot complex technical challenges, optimize operations, and ensure plant efficiency.
He is a registered ASEAN Chartered Professional Engineer and Professional Engineer with
practicing certificate in the discipline of Environmental Engineering with the Board of
Engineers, Malaysia. He is also a member of The Institution of Engineers, Malaysia. He
holds a Bachelor degree in Environmental Engineering from the Universiti Malaya in 2007
and a Master degree in Business Administration from the Universiti Putra Malaysia in 2014.
His noteworthy experience includes involvement in Langat Centralised Sewage Treatment
Plant (920,000 PE) and Miri Centralised Sewage Treatment Plant (400,000 PE). He
successfully managed the design, construction and commissioning of various type of
wastewater treatment plants with accumulated contract value more than RM 250 million,
resulting more than 300 MLD treated effluent discharge to safeguard the river stream.

Ms. Katherine has more than 20 years’ experience in sewerage industry. Her
experiences include of design, liason with authorities, procurement, project
implementation, testing & commissioning of various types of sewage treatment plants
and pumping stations.
She holds a Bachelor degree in Environmental Science from the Universiti Putra
Malaysia in 2004. She is also a Certified Environmental Professional in Schedule Waste
Management (CePSWaM) certified by Department of Environment (DOE).
